Roadways cold bitumen emulsion based asphalt delivered on the Strategic Road Network

Roadways, East Sussex-based highways and civil engineering contractor has been shortlisted for the Sustainability Award at the Highways UK Excellence Awards 2026

The shortlisting recognises Roadways’ work to deliver Cold bitumen emulsion based asphalt on the Strategic Road Network, demonstrating a practical lower-carbon, lower-risk and cost-effective alternative to traditional hot and warm asphalt binder and base materials.

It marks Roadways’ fifth national award recognition this year, following success and shortlisting across major industry awards including the edie Awards, CIHT Awards and Construction News Awards.

At the centre of the recognition is a material produced by Roadways at its East Sussex facility and delivered on live Strategic Road Network schemes. The approach uses 100% recycled asphalt and a controlled bitumen emulsion system, reducing reliance on virgin aggregate and heat-intensive asphalt production.

Roadways says the material has been developed to support highways clients who are aiming to reduce carbon while maintaining compliance with existing standards, delivery certainty and long-term performance.

Unlike trial-based innovation, this type of cold asphalt (not foam based) has already been delivered on National Highways and Local authorities schemes.

The company says the approach can help deliver:

– 40% lower embodied carbon in comparison to the want mix AC20 or AC32
– reduced temperature-related delivery risk
– lower production and delivery cost due to zero heat required and back haulage (planungs to depot, cold asphalt to site using the same lorries)
– circular use of recycled highway materials

Practical and repeatable highways decarbonisation

It reduces carbon, reduces temperature-related delivery risk and helps clients deliver more sustainable infrastructure without moving away from proper specification control.”
